Luis Endara Terán, Lawyer with extensive experience in public procurement, Municipal Law, and the structuring of Public-Private Partnerships, Strategic Alliances, and debt operations. He is a graduate of the Master’s in Administrative Law from the Universidad Austral of Argentina. He has held positions in the public sector, including serving as Deputy Procurator of Public Procurement at the Municipality of Guayaquil, Deputy Manager of EMAPAG EP, and Deputy Manager of Logistics and Procurement at EP Petroecuador, among other roles.
