Carlos holds a Master’s degree in Tax Advisory and a Master’s in Access to the Legal Profession from the University of Navarra. He also completed the Asian Studies Program at Kansai Gaidai University in Osaka, Japan. Carlos has held senior positions in the public sector, including National Police Commissioner, General Police Commissioner, Secretary General of the Guayas Province Government, Attorney at the General Comptroller’s Office, and Secretary of Collections at the same institution.
